SENATE CONCURRENT RESOLUTION NO. 56

Requesting the state Board of Education study the needs of growth
counties versus counties with declining student enrollment.

Whereas, There has been a substantial change in student
enrollment in public schools in recent years with some areas of the
state experiencing significant growth, while other areas have
suffered significant losses; and

Whereas, This condition has an impact on the number of
schools, facilities and professional and nonprofessional staff; and

Whereas, This situation must be dealt with in a different
manner depending upon whether the area is a growth county or a
county that is losing population; therefore, be it

Resolved by the Legislature of West Virginia:

That the state Board of Education is hereby requested to study
the needs of growth counties versus counties with declining student
enrollment; and, be it

Further Resolved, That the state Board of Education study the
feasibility and methods of dealing with the various needs of these
counties and public schools, including specific recommendations
relating to the transfer of capital improvement projects and
personnel for these areas of the state in order to achieve an equal
and equitable investment in education for every student in West
Virginia; and, be it

Further Resolved, That the state Board of Education report to
the Governor and the Joint Committee on Government and Finance no
later than the thirty-first day of December, 2002, on its findings,
conclusions and recommendations, together with drafts of any
legislation necessary to effectuate its recommendations.
